Makes certain fees collected under the National Housing Construction and Safety Standards Act, including fees collected before enactment of the American Homeownership and Economic Opportunity Act of 2000, available for FY 2001 expenditure.

States that such fee use authority shall remain in effect for the period beginning in FY 2001 and ending on the effective date of a specified appropriations Act enacted with respect to a post-FY 2001 fiscal year.
