Renewable Fuels for Energy Security Act of 2001 - Sets forth requirements for a renewable fuel program under which the motor vehicle fuel placed into commerce by a refiner, blender, or importer shall be composed of renewable fuel measured according to a statutory formula for specified calendar years.

Establishes civil penalties for non-compliance with such program.
