Department of Transportation and Related Agencies Appropriations Act, 2003 - Makes appropriations for FY 2003 for: (1) the Office of the Secretary of Transportation; (2) the Transportation Security Administration; (3) Coast Guard; (4) the Federal Aviation Administration; (5) the Federal Highway Administration; (6) the Federal Motor Carrier Safety Administration; (7) the National Highway Traffic Safety Administration; (8) the Federal Railroad Administration; (9) the Federal Transit Administration; (10) the Saint Lawrence Seaway Development Corporation; (11) the Research and Special Programs Administration; (12) the Office of Inspector General; (13) the Surface Transportation Board; (14) the Architectural and Transportation Barriers Compliance Board; and (15) the National Transportation Safety Board.
