Mosquito Abatement for Safety and Health Act - Authorizes the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to make grants on a matching funds basis to political subdivisions of States for the establishment and operation of mosquito control programs to prevent mosquito-borne diseases, including the costs of purchasing or updating equipment and laboratory facilities.

Gives priority to subdivisions where the incidence of mosquito-borne disease is relatively substantial.
