Energy Pipeline Research, Development, and Demonstration Act - Directs the heads of the Department of Energy, the Department of Transportation, and the National Institute of Standards and Technology (participating agencies) to develop and implement a cooperative Federal research, development, demonstration, and standardization program to ensure the integrity of pipeline facilities.

Establishes a Pipeline Integrity Technical Advisory Committee to advise participating agencies on the development and implementation of a five-year program plan to guide research, development, demonstration, and standardization activities under this Act. Requires participating agencies to enter into a memorandum of understanding (MOU) detailing their respective responsibilities under this Act.
