Access to Higher Education Act of 2001 - Amends the Higher Education Act of 1965 to eliminate consideration of the amount of a student's tuition in determining the amount of a student's Federal Pell Grant.

Amends the Internal Revenue Code to expand qualified higher education expenses and increase family income eligibility for Hope Scholarships and lifetime learning credits.
