Social Security Benefits Tax Relief Act of 2001 - Amends the Internal Revenue Code to increase, as of 2002, the social security and railroad retirement adjusted base amount, subject to budget surplus availability.

Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenues by reason of this Act.
