Calls for: (1) a partnership between the Federal Government and private industry in combating the cyber menace; (2) a revised legal framework for the prosecution of hackers and cyberterrorists; and (3) a new interagency study to be conducted by the Departments of Commerce and Defense, the National Security Agency, the Central Intelligence Agency, and the Federal Bureau of Investigation to assess the threat posed by cyberterrorists.
