Tobacco Regulatory Fairness Act of 2000 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit the introduction or delivery into interstate commerce of any misbranded tobacco product. Prohibits the manufacture, sale, distribution, and advertising of tobacco products in violation of regulations promulgated pursuant to the provisions of this Act.

Requires the promulgation of regulations governing the manufacture, sale, and distribution of tobacco products. Define adulterated and misbranded tobacco products.

Establishes a Tobacco and Nicotine Products Advisory Committee.

Requires the promulgation of regulations governing the advertising of all tobacco products.
