Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that each dependent of a Federal law enforcement or public safety officer killed in the line of duty on or after January 1, 1978 (currently, May 1, 1992, and October 1, 1997, respectively) shall be eligible for financial assistance for higher education for dependents of law enforcement officers killed in the line of duty.
