Amends the Puerto Rico Federal Relations Act to transfer without consideration certain Federal property on or within one mile surrounding the island of Vieques, Puerto Rico, to the Government of Puerto Rico. Makes Federal agencies exercising control over such lands responsible for the removal or clean up of any toxic or hazardous material.
