Rhode Island Federal Worker Fairness Act of 1999 - Amends provisions regarding locality-based comparability payments for Federal employees to consider the five counties of Rhode Island (including Providence, Bristol, Newport, Kent, and Washington counties) as one county, adjacent to the Boston-Worcester-Lawrence, Massachusetts, New Hampshire, Maine, and Connecticut locality pay area and the Hartford, Connecticut, locality pay area (thus meeting the criteria for recommendation as an Area of Application to the Boston-Worcester-Lawrence, Massachusetts, New Hampshire, Maine, and Connecticut locality pay area).
