21st Century Electoral Reform Act - Directs the Federal Election Commission (FEC) to: (1) study the feasibility and advisability of alternative means and instruments of voting in Federal elections and to make appropriate recommendations; and (2) develop and make public a plan to award and disburse Voting Improvement Grants to States to facilitate their adoption of FEC recommendations. Authorizes appropriations.
