Coal Accountability and Retired Employee Act for the 21st Century - Mandates that interest credited to the Abandoned Mine Reclamation Fund which has not been transferred to the United Mine Workers of America Combined Fund before enactment of this Act shall be transferred to such Combined Fund to pay the amount of any shortfall in any premium account for any plan year under the Combined Fund.
Amends the Surface Mining Control and Reclamation Act of 1977 to repeal limitations placed upon aggregate amount transfers.
