Online Privacy and Disclosure Act of 2000 - Permits data controllers (those who collect personal data by any means of interstate commerce) who abide by specified principles to display an official seal certifying compliance with Federal Trade Commission (FTC) regulations. Includes among such principles that: (1) the data should be obtained by lawful and fair means with the knowledge of the data subject; (2) the data should be complete, accurate, and current; (3) the purpose of the data collection should be specified and disclosed to the data subject and limited to stated purposes; (4) such data should not be disclosed or otherwise used except with the consent of the data subject or by authority of law; and (5) the data subject should have access to such data, its purpose, and the identity of the controller.
Directs the FTC to prescribe rules for the adoption of a seal that may be displayed by a data controller to signify compliance with such principles and FTC regulations.
Provides for FTC enforcement with regard to: (1) the fraudulent display of a seal; and (2) violations of this Act.
