 Plain-English summary Congressional Research Service
Directs the Secretary of the Army to conduct studies and carry out ecosystem restoration and other protective measures determined to be feasible within Puget Sound, Washington, and adjacent waters and associated estuary and near-shore habitat.

Directs the Secretary: (1) in prioritizing projects for implementation, to consult with public and private entities active in watershed planning and ecosystem restoration in Puget Sound watersheds; and (2) in developing and implementing protective measures, to provide for public review and comment.

Sets the non-Federal share of the cost for the protective measures at 35 percent (with an exception) with a $5 million limit for any single measure. Limits to 80 percent the non-Federal share that may be provided in the form of in-kind-contributions. Requires the operation and maintenance of the protective measures to be a non-Federal responsibility. Requires the Secretary to waive the first $200,000 in non-Federal cost share for all studies and projects cosponsored by federally recognized Indian tribes.

Authorizes appropriations.
