ORDER OF PROCEDURE - Mr. Dreier asked unanimous consent that it be in order for the Speaker to declare the House resolved into the Committee of the Whole House on the state of the Union for consideration of H.R. 3439 as follows: (1) the first reading of the bill shall be dispensed with; (2) general debate shall not exceed one hour; (3) the Commerce amendment printed in the bill shall be an original bill for the purpose of amendment under the five-minute rule and shall be considered as read; (4) points of order against the committee amendment in the nature of a substitute for failure to comply with clause 7 of rule XVI are waived; (5) the bill be open to amendment; (6) ordered votes may be postponed and clustered; (7) the previous question shall be as ordered; (8) motion to recommit allowed; (9) H. Res. 474 shall be laid on the table. Agreed to without objection.
