Long Island Sound Restoration Act - Amends the Federal Water Pollution Control Act to require the office established to assist the Management Conference of the Long Island Sound Study (Management Conference) to assist in efforts to establish a system for trading nitrogen credits within the process for granting watershed general permits.

Authorizes States, in making assistance available for the upgrading of wastewater treatment facilities under provisions regarding the Long Island Sound, to give priority to a distressed community. Provides for negative interest rates on loans made to such communities for implementation of the Comprehensive Conservation and Management Plan for Long Island Sound (Plan).

Extends through FY 2003 the authorization of appropriations for: (1) carrying out the Management Conference; and (2) making grants for projects and studies to implement the Plan. Increases the maximum amount available for such grants.
