Health Care Fairness Act of 1999 - Amends the Public Health Service Act to establish the National Center for Research on Minority Health and Health Disparities to conduct and support basic and clinical research, training, and disseminate information regarding minority health.

Directs the Administrator of the Agency for Health Care Policy and Research to conduct and support research on minority health disparities.

Directs the National Academy of Sciences to conduct a comprehensive study of the Department of Health and Human Services' data collection and reporting systems and practices required under any of the programs or activities of the Department relating to the collection of data on race or ethnicity.

Authorizes awards of grants, contracts, or cooperative agreements to public and nonprofit private entities for the purpose of carrying out research and demonstration projects to develop curricula to reduce disparity in health care outcomes, including curricula for cultural competency in graduate medical education.

Requires a national media campaign to inform the public of the programs and activities of the Office for Civil Rights, Department of Health and Human Services.

Sets forth provisions concerning: (1) other minority health initiatives and programs; (2) reporting requirements; and (3) authorizations of appropriations.
