Woodson Home National Historic Site Study Act of 1999 - Requires the Secretary of the Interior, acting through the Director of the National Park Service, to study and report to specified congressional committees on the suitability and feasibility of designating the Carter G. Woodson Home and headquarters of the Association for the Study of African-American Life and History, located at 1538 Ninth Street, Northwest, Washington, D.C., as a unit of the National Park System.

Authorizes appropriations.
