Honor Guard for Veterans Empowerment Act - Amends Federal veterans' benefits provisions to: (1) include as military service any period for which a person is absent from civilian employment to perform authorized funeral honors duty; and (2) require an employer to give an employee who is a member of a reserve component an authorized leave of absence to perform such duty.
