Secure Rural Schools and Community Self-Determination Act of 1999 - Title I: Secure Payments for States and Counties Containing Federal Lands - Directs the Secretary of the Treasury, with respect to timber-related and other revenue sharing payments from Bureau of Land Management and National Forest System lands (including certain California and Oregon lands), to calculate the full payment amount for eligible States and counties by averaging the three highest annual 25 percent payments or 50 percent payments, respectively, during the FY 1984 through 1999 eligibility period. Provides for annual adjustments.

(Sec. 102) Directs the Secretary of the Treasury to make payments to eligible States from Forest Service lands for affected counties to use for public education and transportation through FY 2006. Sets forth State distribution and county expenditure provisions, including a special provision for counties receiving less than $100,000 in FY 2000.

(Sec. 103) Directs the Secretary to make payments to eligible counties from Bureau of Land Management lands for public safety, law enforcement, education, and other public purposes through FY 2006. Sets forth payment and expenditure provisions.

Title II: Locally Initiated Projects on Federal Lands - States that project funds shall be expended solely for projects meeting the requirements of this title that are conducted on Federal lands.

(Sec. 203) Sets forth submission provisions for: (1) projects using project funds or special accounts; and (2) joint projects. Requires a county to get local advisory committee approval for a proposed project. Includes among authorized projects: (1) search, rescue, and emergency services; and (2) community service work camps.

(Sec. 204) Sets forth project approval requirements. Directs the Secretary concerned to complete any required environmental project review, which shall be paid by the county if so requested by the Secretary. States that project approval by the Secretary concerned shall be considered a final agency action.

Authorizes the Secretary concerned to enter into project contracts, grants, or cooperative agreements with States, local governments, private and nonprofit entities, and individuals. Authorizes best value contracting.

(Sec. 205) Directs the Secretary concerned to establish and maintain a local advisory committee for each unit of Federal lands, which shall review and recommend projects.

(Sec. 206) Sets forth provisions respecting use of project funds, including a special rule for work camp projects.

(Sec. 207) Directs a county to submit to the Secretary concerned a sufficient number of projects which, if approved, would result in the obligation of the full reserved amount for such county by the end of each fiscal year. Provides for the disposition of unobligated funds in special accounts, or after FY 2006, in the general fund of the Treasury.

(Sec. 208) Directs the Secretary concerned to deposit locally initiated project funds in the appropriate regional Forest Service account and BLM account in the Treasury (established by this Act), and after FY 2006, in the general fund of the Treasury. Authorizes account use for project activities, but prohibits fund obligations after September 30, 2007.

Title III: Forest Counties Payments Committee - Establishes the Forest Counties Payments Committee, which shall terminate three years after enactment of this Act, to develop recommendations to ensure that States and counties in which Federal lands are situated receive adequate Federal payments for public education and other public purposes.

(Sec. 306) Expresses the sense of Congress that State and county payments under title I should be replaced by a long-term payment solution.

Title IV: Miscellaneous Provisions - Authorizes appropriations.
