Fairness For Check Cashers Act - Amends the Expedited Funds Availability Act to prohibit an originating depository institution from imposing any fee in connection with handling or returning any check drawn on an account at such institution, or otherwise suspending payment, or delaying settlement for it due to insufficient funds, other than a fee imposed directly on such account regarding that check.

Prohibits a receiving depository institution from imposing any fee in connection with handling such a check, or any chargeback of any provisional settlement of it, due to dishonorment.
