Amends the Food Security Act of 1985 to extend the wetland reserve program. Replaces the total program acreage limitation with an annual enrollment limitation through FY 2005.

Includes within eligible program land non-wetland areas that would substantially contribute to North American Waterfowl Management Plan habitat objectives.

Authorizes program related cooperative agreements for goods and services.
