Paul E. Tsongas Fellowship Act - Authorizes the Secretary of Energy to award Paul E. Tsongas Doctoral Fellowships for graduate study and research in fields of science or engineering that relate to energy or the environment such as physics, mathematics, chemistry, biology, computer science, materials science, environmental science, behavioral science, and social sciences at institutions proposed by applicants for such fellowships.

Directs the Secretary to appoint the Paul E. Tsongas Fellowship Board to: (1) establish general policies for the program and oversee its operation; (2) establish general criteria for awarding fellowships; (3) award fellowships; and (4) submit to the Congress at least once in every three-year period a report on any modifications in the program.

Authorizes appropriations.
