Federal Employee Flexibility Act of 1999 - Adds as options under agency programs to encourage Federal employees to commute by means other than single-occupancy motor vehicles the provision of: (1) a qualified transportation fringe (replaces the provision of transit passes); and (2) a taxable cash payment to such an employee in lieu of an agency-provided parking space.
