Plain-English summary
Amends the Federal Water Pollution Control Act to add Lake Pontchartrain Basin, Louisiana and Mississippi, and Mississippi Sound, Mississippi, to the list of estuaries to be given priority consideration for inclusion in the National Estuary Program.
Requires grants made under the National Estuary Program to be used for activities necessary for the development and implementation of conservation and management plans (currently, for research and other technical work necessary for the development of such plans).
Reauthorizes appropriations for the Program for FY 2000 through 2004.
