Authorizes a dependent of a U.S. Customs Service employee who resides in Puerto Rico, but not on a military installation, to enroll in a Department of Defense overseas dependents' educational program in Puerto Rico.

Allows such dependent to be removed from such program only for good cause as determined by the Secretary of Defense.

Provides that, in the case of the death of the Customs employee in the line of duty, such dependent may remain enrolled until: (1) completion of the secondary education associated with such program; or (2) removal for good cause.
