Special Separation Benefits Improvement Act - Limits the amount of veterans' disability compensation that may be deducted as a result of the payment of special separation benefits to not more than 75 percent of the amount of the separation benefits.
Makes such amendment effective for benefits paid for months beginning after December 5, 1991.
