Government Credit Card Reform Act - Amends the Truth in Lending Act to provide for the acceptance of payment by credit card for taxes, criminal fines, civil penalties, motor vehicle and other registration fees, and fees for performance of certain government functions. Limits the amount of fees which a governmental entity may impose for its acceptance of payments by credit card.

Mandates fee disclosure by the governmental entity.
