Standby Guardianship Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require States to have laws that permit a parent who is chronically ill or near death, without surrendering parental rights, to designate a standby guardian for a minor child whose authority would take effect upon the parent's death, mental incapacity, or physical debilitation and consent.
