Consumer Health Free Speech Act - Amends the Federal Food, Drug, and Cosmetic Act to exclude food from the definition of "drug." Deems a food adulterated if it is a dietary supplement or contains a dietary ingredient that: (1) presents a significant and unreasonable (currently, significant or unreasonable) risk of illness or injury under ordinary or label-suggested use; or (2) is a new dietary ingredient for which there is inadequate information to provide reasonable assurance that the ingredient does not present a significant and unreasonable (currently, significant or unreasonable) risk of illness or injury.
