Authorizes the Attorney General to make a grant to the Disabled Police Officers Counseling Center, Inc., Upper Marlboro, Maryland, to assist the Center in providing free services, at no more than ten locations in the United States, to retired disabled police officers, retired police officers, and their immediate family members.

Sets forth grant application requirements. Authorizes appropriations.
