Highways and National Defense Investment Act of 1997 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to adjust discretionary spending limits for FY 1998 and 1999 by reducing allowable outlays for the defense category and increasing those for the nondefense category.
