Title IV: Incentives for Increasing the Supply of Qualified Teachers - Amends HEA to provide student loan forgiveness for teaching, including cancellation of guaranteed loans and of direct loans in return for full-time teaching for one or more years in a public elementary or secondary school, subject to specified requirements, including demonstrated teaching and subject matter knowledge.

Title V: Beginning Teacher Recruitment and Support - Amends HEA to establish a grants program for beginning teacher recruitment and support.
