Providing for the consideration of the joint resolution in the House. A specified amendment is in order. The amendment in the nature of a substitute consisting of the text recommended by the Committee on the Judiciary now printed in the joint resolution, modified by the amendment specified in the report accompanying this resolution, shall be considered as adopted. It shall be in order to consider a motion to amend the joint resolution, if offered by the Minority Leader or his designee, which shall be debatable for one hour, equally divided and controlled by the proponent and an opponent.

Constitutional Amendment - Requires that a bill to increase the internal revenue shall laws shall require for final adoption in each House the concurrence of two-thirds of the whole of the number of that House, unless the bill does not increase the internal revenue by more than a de minimis amount.

Permits the waiver of such requirement, for up to two years, if there is a declaration of war or if the United States is engaged in a military conflict which causes an imminent and serious threat to national security and is so declared by a joint resolution which becomes law.
