Plain-English summary
Directs the Secretary of Agriculture to charge a rental fee for all ski area permits on National Forest System lands.
Establishes a rental charge formula for permits issued pursuant to the National Forest Ski Area Permit Act of 1986. Grants permittees under the Act of March 4, 1915, and the Act of June 4, 1897, the option of using such formula or the calculations pursuant to such Acts.
Withdraws ski areas from the operation of mining and mineral leasing laws.
