Military Satellite Communications Enhancement Act of 1995 - Directs the Secretary of Defense to terminate the Milstar II communications satellite development and acquisition program after procurement of two such satellites.

Directs the Secretary to develop, and report to the Congress on, a program to accelerate development, acquisition, and deployment of the Advanced Extremely High Frequency Communications Satellite (Milstar III), small enough to be launched on a medium-launch vehicle.
