Farm Income Transition Act of 1995 - Amends the Agricultural Act of 1949 to establish annual and aggregate limits on Commodity Credit Corporation farm and export expenditures through crop year 2002.

Directs the Secretary of Agriculture to offer seven-year market transition contracts for cropland compliance with conservation and wetland requirements.

Makes nonrecourse marketing assistance loans available through crop year 2002 for specified crops.

Directs the Secretary to carry out a pilot and subsequent national program of voluntary revenue insurance to provide agricultural producers with an indemnity for lost revenues.
