Citizens' Tax Protection Act - Amends the Congressional Budget Act of 1974 to prohibit the House of Representatives or the Senate from considering any bill, joint resolution, amendment, motion, or conference report carrying any retroactive tax increase.

Requires a three-fifths affirmative vote of Members of the House of Representatives to allow such consideration.

Requires a supermajority point of order in the Senate to allow such consideration.
