Financial Fraud Detection and Disclosure Act of 1995 - Amends the Securities Exchange Act of 1934 to include specified fraud detection and disclosure procedures within the requirements for audits of public companies by an independent public accountant.

Authorizes the Securities and Exchange Commission to impose civil penalties on an independent public accountant for willful violations of certain reporting requirements.
