Authorizes the Attorney General to make grants to the Disabled Police Officers Counseling Center, Inc., Brandywine, Maryland, to assist the Center in providing free services, at no more than eight locations in the United States, to retired disabled police officers and their immediate family members.

Sets forth: (1) restrictions on the use of funds; and (2) application requirements. Authorizes appropriations.
