Amends the Federal criminal code to exempt qualified current or former law enforcement officers from State laws prohibiting the carrying of concealed firearms.

Specifies that a State or political subdivision thereof may require such individuals to provide appropriate authorities with prior notice of the intent of the individual to carry a concealed firearm, but makes such requirement inapplicable to such an individual who is passing through the jurisdiction without undue delay en route to another jurisdiction.
