Title I: Richmond National Battlefield Park - Amends Federal law to revise provisions governing the establishment and boundaries of the Richmond National Battlefield Park. Authorizes the Secretary of the Interior to accept donation of 907 acres in four tracts of land in Henrico and Hanover Counties for the Park.

Directs the Secretary to work cooperatively with Virginia, Henrico County, and property owners to develop alternatives to ensure the preservation of the New Market Heights Battlefield.

Title II: Shenandoah National Park - Modifies the boundary of Shenandoah National Park to include only those lands that were in Federal ownership and administered by the Secretary on the day before enactment of this Act. Authorizes the Secretary to make minor boundary adjustments to facilitate access to trailheads. Directs the Secretary to take steps to mitigate impacts associated with visitor use at trailheads around the perimeter of the Park. Sets forth limitations on other future land acquisitions.

Directs the Secretary to transfer to Virginia all rights to all county road corridors that are removed from the Park by such boundary modification.

Title III: Colonial National Historical Park - Authorizes the Secretary to acquire, by purchase, donation, or exchange, specified land known as the Page Landing Addition to include in the Colonial National Historical Park.

Authorizes the Secretary to transfer a sewage disposal system in the Park from the National Park Service to York County, Virginia, and to pay specified repair and rehabilitation costs.

Authorizes appropriations.

Title IV: Shenandoah Valley Battlefields - Shenandoah Valley Battlefields Partnership Act of 1995 - Authorizes establishment of the Shenandoah Valley Battlefields National Historic Park. Directs the Secretary to establish an administrative office and a location to provide information regarding the battlefields. Establishes the Park upon publication in the Federal Register of the Secretary's determination that the historic core of one or more civil war battlefields in the Park is protected adequately to ensure its long- term preservation. Permits the Secretary to acquire lands through donation or sale.

Requires the Park to be managed in accordance with a Shenandoah Valley Battlefields plan providing for identification of the historic cores that are appropriate for administration by the Secretary and a determination of the adequate level of protection to ensure the long- term preservation of such areas.

Authorizes the Secretary to: (1) establish partnerships and enter into cooperative agreements concerning battlefields with other Federal, State, or local agencies and private persons or organizations; and (2) provide technical assistance to property owners and governmental entities to assist in the preservation and interpretation of the sites.

Establishes the Shenandoah Valley Battlefields Commission which shall develop the plan, advise the Secretary, assist State and local governments in managing, protecting, and interpreting historical battlefield resources, and encourage protection of such resources.

Authorizes appropriations.

Title V: Cumberland Gap National Historical Park - Authorizes the Secretary to acquire not more than ten acres of land for addition to the Cumberland Gap National Historical Park for the establishment of two trailheads at White Rocks and Chadwell Gap.
