During debate on the joint resolution, Ms. Kaptur objected to the use of an exhibit by Ms. Pelosi. Pursuant to rule XXX of the rules of the House, the Chair put the question on allowing the use of the exhibit and announced that, by voice vote, the motion was agreed to. Ms. Kaptur objected to the vote on grounds that a quorum was not present and made a point of order that a quorum was not present. The Yeas and Nays were ordered.
