Amends a specified Federal law making continuing appropriations to extend the specific termination date of appropriations and authority under that Act to January 19, 1996 (currently, December 15, 1995). Modifies the definition of minimal level (to which operations would be reduced in certain circumstances) to mean a reduction of ten (currently, 25) percent from the current rate.

Mandates compensation at standard rates for any U.S. or District of Columbia officer or employee furloughed because of a lapse in appropriations after December 15, 1995. Ratifies certain types of obligations incurred in anticipation of the appropriations made and authority granted by this resolution.
