Specified amendments are in order. It shall be in order to consider H.J. Res. 1 in the Committee of the Whole, with 3 hours of general debate. The amendment in the nature of a substitute recommended by the Committee on the Judiciary printed in the joint resolution shall be debatable for one hour. Declares that, for the purposes of any constitutional amendment requiring a balanced budget, the appropriate committees of the House and the Senate shall report to their respective Houses implementing legislation to achieve a balanced budget without increasing the receipts or reducing the disbursements of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund to achieve that goal.
