Thoroughbred Horse Industry Promotion and Research Act of 1994 - Directs the Secretary of Agriculture to issue an order creating a thoroughbred horse industry promotion plan.

Establishes as part of such plan a Thoroughbred Horse Industry Promotion Board.

Requires a plan approval or suspension referendum among owners and racetracks.

Authorizes appropriations.
