Federal Recycling Incentive Act - Amends the Solid Waste Disposal Act to make any moneys received by Federal agencies from the sale of materials collected for recycling purposes available for activities within the legal authority of such agencies.

Directs the Administrator of the Environmental Protection Agency to report annually to the Congress on the extent of compliance by each Federal agency with specified solid waste management guidelines.

Authorizes appropriations.
