Sets limits on the total number of full-time equivalent executive agency positions in FY 1994 through 1999. Directs the Office of Management and Budget to monitor agency compliance with such employment limit and notify the Congress and President of any noncompliance, in which case future hiring for the agency in question shall be suspended. Provides for waivers from the requirements of this Act under certain conditions.
